Create
a new 200 x 100 pixel image. Let the background be black.

Using
the Type tool, create a text layer. Choose a bold font preferrably
for better results. Type in any word. |

Now
using the Magic Wand tool, select your text area.
Your image should look somewhat like the one below now. |

Now
choose Select > Modify > Expand

A
new screen will pop up. Now for the moment, choose expand
by 5 pixels. |

Now
fill in the new selected area with a new color, preferrably
a bright one. |

Now
choose Select > Modify > Contract

A
new screen will pop up. Now for the moment, choose contract
by 3 pixels. |

Now
fill in the selected area with your background color. Voila!
There you go. Your new glowing text is done! Your final
image should look like this one below. |
