Scan Lines

Open your favorite image. If you don't have one, download one here. Next, open up a new image. Let the background be white. Using the line tool, draw a horizontal line. The line color can be any color, but I am using black. Here's what your image should look like.

Now, using the rectangular marquee tool, select 1 pixel of black line and 1 pixel of white line. With the selection still active, go Edit > Define > Pattern. Then create a new layer which is of the same size with your favorite image. The Hikaru picture that I am using is 100 pixels by 100 pixels.

In your new image, go Edit > Fill > Pattern. Now, your new image should look somewhat like the one below.

Choose Select > All. and then copy your selection. Now, let's go back to our favorite picture. Let's paste this layer into our favorite picture. Modify the opacity of the layer to your liking. I choose 20%. This is what my final image look like.
